NEW EXPERIMENTS DESIGNED + NOVELTY CHECK
1. heavytail_blockclip_spectrum.py (CPU; random matrix + robust statistics)
- Novelty check queries covered heavy-tailed covariance spectra, truncation/winsorization, and block/spiked covariance behavior.
- Prior literature exists on each component, but no clear prior factorial host-level simulation across:
  heavy-tail df x block-correlation strength x clipping threshold
  with replicated false-spike suppression vs signal-alignment tradeoff tracking.
- Novel scientific angle retained for deployment: non-monotonic clipping tradeoff where clipping can reduce spurious edge inflation at low rho but hurt top-eigenvector alignment when true block structure is strong.

DEPLOYMENT CONTEXT (PART 2)
- CPU top-up deployment: 120 WUs (RAM>=6GB host targeting logic).
- GPU top-up deployment: 96 WUs (GPU-aware script pool only).
- Transition refresh/transitioner executed after CPU and GPU deployment stages.
- Backlog remained above cap after deployment; no additional WUs created.

KEY SCIENTIFIC FINDINGS
1. No new 30+ seed cross-validated finding reached promotion threshold in this cycle.
2. Newly reviewed successful outputs remained consistent with established findings for delay-dynamics and WD interaction behavior; no contradictory signal was observed.
3. Three historically unhealthy families (metapop_corridor_delay_forecast, rps_delay_jitter_adaptive_mobility, wd_mixup_interaction) showed no active queued tasks requiring further abort action at execution time.
4. A new heavy-tail random-matrix experiment line was added to quantify clipping-driven false-spike suppression vs eigenvector-alignment loss across df/rho/clip regimes.

OPERATIONAL NOTES
- No experiment script bugfix patch was required in the validation pass.
- Counter maintenance in validation pass: credited_count incremented by +1; total_results_count refreshed with max(existing, DB-computed success total).
