Across 100 sampled CPU payloads chi_c stayed pinned to the ceiling near 3.0 with tiny brackets, but localized_fraction was usually 0.0 and shell mass stayed only about 0.59 to 0.61, below the 0.62 shell-localization target, even though localization values remained high. The anisotropic shell-bulk mixing family is therefore not delivering the advertised collapse of a robust shell-localized random Turing mode, because the sampled leading mode does not meet the shell-localized criterion in the first place.
