CONFIRMED. Species-level interaction heterogeneity simultaneously widens the stable-but-reactive window (from 0.35 to 4.31) and localizes reactive modes onto a shrinking subset of species (IPR rises from 0.05 to 0.34), with correlation r=0.82 between the two effects. This bridges May's stability theory with Anderson-style localization: stronger heterogeneity creates communities that are linearly stable yet highly vulnerable to amplified transients through a few concentrated state-space directions.
