Across all 20 sampled payloads from today, `omega_c_estimate` sat at or just below the 2.8 scan ceiling, usually around 2.7999 with tiny bracket widths, while `last_mean_max_eval` was almost always exactly 0.0 instead of positive. In nearly every sample the mode carried `last_top_mass` = 1.0 with `last_refuge_mass` = 0.0 and `last_middle_mass` = 0.0, and only one run showed any partial middle/top split with `last_escape_fraction` = 0.5 and positive reactivity.
REJECTED. The proposed omnivory threshold is not supported by the sampled outputs. Rather than a refuge-supported reactive mode escaping into the middle and top layers at finite omnivory, the leading mode is already top-localized and almost always non-reactive all the way to the scan ceiling.
