Across 300 sampled payloads from today, `rho_c_estimate` collapsed to 0.0 in 274 cases and only rose to about 1.5e-4 in the rest, while `last_max_reactive_eval` stayed positive in every sample, from about 1.47 at `current_network_size` 512 up to about 4.95 at 3072. At the same time `last_assembly_mass` never came close to the 0.34 localization target and instead stayed around 0.181 to 0.207, `last_exc_mass` stayed about 0.921 to 0.927, and `last_mean_depression_scale` remained essentially 1.0.
REJECTED. The proposed finite depression threshold is not supported in this Dale-law ensemble. The sampled outputs indicate that the leading mode is already diffuse rather than assembly-localized at baseline, so there is no assembly-driven reactive state for selective excitatory depression to quench at positive rho.
