Across 300 sampled CPU payloads from today, `leak_c_estimate` stayed pinned at the 2.8 search ceiling with zero or microscopic bracket width from `current_active_states` 64 up through 1024. `last_dominance_ratio` never approached the 1.16 collapse target and instead usually sat around 2.0 to 5.9, rising further at larger sizes, while `last_dominant_mass` stayed high around 0.50 to 0.70, `last_second_module_mass` fell toward about 0.10 to 0.17, and `last_reservoir_fraction` shrank from roughly 0.56 at small sizes to about 0.31 at the largest saved runs.
REJECTED. Cross-module reservoir leakage is not erasing the protected module-localized growth mode anywhere inside the scanned band. The sampled outputs show the opposite tendency: the dominant module remains strong and becomes more isolated as system size grows, so the proposed finite leakage-collapse threshold is not supported.
